1. What is the Victim Impact Panel (VIP) & Multiple Offender Panel?

There are two types o Victim Impact Panels: 

• First Offender Victim Impact Panel - This is a panel comprised of speakers who are victims or family members of a victim of a drunk driver. Each speaker tells their individual story and talks about how being a victim of a drunk driver has affected their life, their family, their career, their friendships etc.
• Multiple Offender Panel - This is a panel for offenders who have been convicted of more than one DUI offense and have previously attended the First Offender Victim Impact Panel. This panel consists of an Illinois State Police Trooper and a coroner.  The Multiple Offender program consists of lectures, slide presentations, and videos regarding the deadly effects of drinking and driving.

The panels are not open to the general public.

2. When is the Victim Impact Panel (VIP) held?

The Victim Impact Panel (VIP) is completed on-line. The following information will assist you in receiving your certificate.

1. Go to the on-line website at http://www.sbconlinepanel.com
2. Pay the $25 fee to attend the on-line panel.
3. Watch the video, answer the 10 questions correctly and receive a certificate.
4. Email the certificate to courtservices@henrycty.com
5. If you do not have internet access, contact your probation officer at 309-937-3580.

3. When is the Multiple Offender VIP held?

The panel is held at the Henry County Courthouse in the North Courtroom on the first floor and  begins promptly at 6 pm. The Henry County Courthouse is located at:
307 W Center Street
Cambridge, IL 61238

You must be signed up for a panel by your probation officer.

4. What are the Multiple Offender Panel Rules?

Rules are as follows:

• The panel will begin promptly at 6 pm; therefore, you need to arrive approximately 15 minutes early. Rides will be required to wait outside of the building.
• If you are late, you will not be admitted.
• Drinking or illicit drug use prior to attendance is strictly prohibited. You shall submit to a breathalyzer as requested.
• No food, drink, or gum is allowed inside the courtroom.
• You must bring your identification with you.
• You must pay $25 cash before you will be admitted. Coins will not be accepted and change can not be made for large bills.
• Failure to attend and/or not be admitted will be a violation of your court order.

5. What are the costs of these panels?

The First Offender Victim Impact Panel costs $25 and is paid on-line.

The Multiple Offender Panel costs $25 in cash.

Payments are made on the date of the panel. This is not a fee paid to the clerk or a probation fee.  Please refer to the panel rules for more information regarding payments.

6. Can I reschedule my attendance of the Multiple Offender Panel or get an extension to complete the Victim Impact Panel?

The only person able to reschedule a Multiple Offender Panel or grant an extension for the VIP is the sentencing judge.

7. How long do the panels last?

The First Offender Victim Impact Panel takes approximately 2 hours to complete on-line, and the Multiple Offender Panel lasts 2 hours.

8. What if I do not complete the Victim Impact Panel within 45 days from the date of my order or if I miss the Multiple Offender Panel date?

Call your probation officer immediately at 309-937-3580. The court will be notified of your failure to complete the VIP or attend the Multiple Offender Panel as scheduled and you will receive a notice to appear in court.

9. If I reside of out of county or state can I attend a Multiple Offender Panel closer to where I reside?

You must have permission from the sentencing judge to attend a Multiple Offender Panel in another county or state. If the judge approves this, Henry County Court Services will contact the agency where you would like to attend and will give you instructions on how to get scheduled for the panel.
