1. Pursuant to a call signed by thirteen members (being more than ½ the members of said Board), which was duly received and filed by the Clerk of said Board on the 9th day of November, 2010, and due notice having been given by the Clerk by publication in a newspaper published in the County of Henry in words and figures as follows:

A certificate of Publication by said newspaper being on file and also by mailing a notice to each member of said Board in words and figures as follows, to-wit:
A certificate of mailing said notice being on file, the Henry County Board of the County of Henry and State of Illinois, convened in ORGANIZATIONAL SESSION in the FIRST FLOOR JUDICIAL WING in the Henry County Courthouse in the Village of Cambridge, in the County and State aforesaid, on Tuesday, the 14th day of December, 2010 at 6:00 P.M.
2. The meeting was called to order by Barb Link, Henry County Clerk/Recorder.
3. The meeting was opened with a prayer by Barb Link, after which the pledge of allegiance to the flag was given.
4. Clerk Link swore in the newly elected and re-elected County Board Members as follows: Roger Gradert, Rebekah McCaw, Dan Swanson, Tim Wells, Dennis Anderson, Kathy Nelson, Kippy Nelson, Jon Zahm, Ann DeSmith, Jan May, John Sovanski, and Ted Sturtevant.
5. Clerk Link opened the floor for nominations for a Temporary Chairman to preside over the Organizational Meeting.
6. Member Rick Livesay nominated Member Dennis Anderson as Temporary Chairman. Clerk Link asked for further nominations three times, and having none Clerk Link asked for those in favor of Dennis Anderson to preside as Temporary Chairman to vote “Aye”, oppose “Naye”. All members unanimously voting, “Aye”.
Motion Carried Via Voice Vote.
7. The meeting was called to order by Temporary Chairman Dennis Anderson.
8. Member Dennis Anderson presided as Temporary Chairman and explained the procedures of nominating the County Board Chairman.
9. Temporary Chairman Dennis Anderson appointed Barbara Link, County Clerk, to serve as Recording Clerk for the Organizational Meeting. Member Pat Ripperger seconded the motion.
10. A Call of the Roll by County Clerk Barb Link showed twenty-four members present: Jim Eccher, Roger Gradert, Rick Livesay, Rebekah McCaw, Pat Ripperger, Dennis Sullivan, Dan Swanson, Tim Wells, Dennis Anderson, Kathy Nelson, Kippy Nelson, Bill Preston, Tom Steele, Karen Urick, Muriel Weber, Jon Zahm, Ann DeSmith, Jason DeSplinter, Jim Kursock, Jan May, Ron Salisbury, John Sovanski, Ted Sturtevant and Jerry Thompson.
11. Temporary Chairman Dennis Anderson asked for nominations for County Board Chairman.
12. Member Muriel Weber nominated Member TimWells as County Board Chairman.
13. Member Pat Ripperger nominated Member Tom Steele for County Board Chairman.
14. Temporary Chairman Dennis Anderson asked for further nominations three times.
15. Member Bill Preston closed nominations for County Board Chairman.
16. A Call of the Roll by Clerk Link showed eleven members voting for Mr. Tom Steele as County Board Chairman: J. Eccher, P. Ripperger, D. Sullivan, T. Steele, A. DeSmith, J. Kursock, J. May, R. Salisbury, J. Sovanski, T. Sturtevant, and J. Thompson. Thirteen members voting for Mr. Tim Wells as County Board Chairman: R. Gradert, R. Livesay, R. McCaw, D. Swanson, T. Wells, D. Anderson, Kathy Nelson, Kippy Nelson, B. Preston, K. Urick, M. Weber, J. Zahm, and J. DeSplinter.
17. Temporary Chairman Dennis Anderson declared Member Tim Wells as County Board Chairman.
18. Chairman Tim Wells opened the floor for nominations for County Board Vice Chairman.
19. Member Roger Gradert nominated Member Kippy Nelson as Vice Chairman.
20. Member Dennis Sullivan nominated Member John Sovanski as Vice Chairman.
21. Chairman Tim Wells asked for further nominations three times.
22. Member Bill Preston closed nominations for Vice Chairman.
23. A Call of the Roll by Clerk Link showed the eleven members voting for Mr. John Sovanksi as County Board Vice Chairman: J. Eccher, P. Ripperger, D. Sullivan, T. Steele, A. DeSmith, J. Kursock, J. May, R. Salisbury, J. Sovanski, T. Sturtevant, and J. Thompson. Thirteen members voting for Ms. Kippy Nelson as County Board Vice Chairperson: R. Gradert, R. Livesay, R. McCaw, D. Swanson, T. Wells, D. Anderson, Kathy Nelson, Kippy Nelson, B. Preston, K. Urick, M. Weber, J. Zahm, and J. DeSplinter.
24. Chairman Tim Wells declared Member Kippy Nelson as County Board Vice Chairperson.
25. Chairman Tim Wells presided as Henry County Board Chairman and Member Kippy Nelson presided as Henry County Board Vice Chairperson.
26. Chairman Tim Wells gave a few remarks as newly elected County Board Chairman. Henry County Board Committee appointments were passed out and reviewed. All Committee’s consist of 4 members with the exception of changing the Finance Committee by increasing to 5 members.
27. Member Jason DeSplinter made a motion to accept the Henry County Board Committee Appointments as recommended. Member Bill Preston seconded the motion.
Motion Carried Via Voice Vote with the exception of one member voting “Naye”.
28. Chairman Tim Wells introduced Member Kathy Nelson as the newly appointed Chaplain to say a prayer in closing.
29. Member Jason DeSplinter made a motion to adjourn until the next County Board meeting to be held Tuesday, December 14, 2010. Member Muriel Weber seconded the motion.
Motion Carried Via Voice Vote.
30. Chairman Tim Wells declared the meeting adjourned.
