48.                   Member Kippy Nelson advised the board of a situation in the Sheriff’s Department that the Sheriff was allowing deputies to go through their personnel files and remove any disciplinary actions, grievances, or reprimands. A meeting has been scheduled to discuss the understanding of the Freedom of Information Act, review what the FOP contract states, and meet with a representative of the Records Disposal Commission from the State of Illinois.  The Public Safety Committee will then review the findings of this meeting and discuss what steps may be available and necessary.

53.                   Chairman Tom Nicholson asked for public comment. 

 

54.                   Mr. Jon Zahm ,14910 Osco Road, Osco, suggested the Closed Sessions should be held off until the end of the meeting for the convenience of the media and the public. Mr. Zahm also said that there should be a broader range of citizens sought to fill positions rather than an appointment made for a County Board Member being appointed to his local fire district. Mr. Zahm also gave his opinion on the Health Department cigarette cops being a potential liability concern, these are not law enforcement officers that have experience and training with conflict resolution. 

 

 

55.                   Chairman Tom Nicholson asked for County Board comment. 

 

56.                   Chairman Tom Nicholson commented on the last County to County Magazine Publication that had the Henry County Courthouse on the cover, and an article written by Deb VanDeWoestyne, Public Information Manager.

 

57.                   Member Jerry Thompson thanked Member Dennis Sullivan for bringing up the Veteran’s Welcome Home Vietnam Veterans Day Proclamation.

 

58.                   Member Jim King commented on the Census forms that everyone will be receiving to please complete them.  Mr. King also wanted to congratulate the Annawan Girls Basketball team and Ridgewood Girls, Orion Boys Basketball, and Kewanee Boys Basketball.

 

59.                   Member Jesse Crouch stated that the general fund has a balance of  $2,200,000.00.  He would like everyone to contemplate what shape the county would be in if we would have taken 2.4 million dollars out of the general fund to repair the courthouse as it was suggested we do so a few months prior.

 

60.                   Member Jim Kursock moved to adjourn until the next County Board meeting to be held April 20, 2010. Member Jerry Thompson seconded the motion.
