1. Pursuant to a call signed by thirteen members (being more than ½ the members of said Board), which was duly received and filed by the Clerk of said Board on the 13thday of December, 2005, and due notice having been given by the Clerk by publication in a newspaper published in the County of Henry in words and figures as follows:

"You are hereby notified that the County Board of Henry County will meet in REGULAR SESSION on Tuesday, January 10, 2006, at 6:00 P.M. Said meeting will be held in the COUNTY BOARD ROOM, Judicial Wing, Room 102J, Henry County Courthouse in the Village of Cambridge, Illinois.

Cambridge, Illinois ______ January 5, 2006______ Notice is hereby given that the County Board of Henry County will meet in REGULAR SESSION at the hour of 6:00 P.M. on Tuesday, January 10, 2006. Said meeting will be held in the FIRST FLOOR JUDICIAL WING in the Henry County Courthouse in the Village of Cambridge, Illinois.

A certificate of mailing said notice being on file, the Henry County Board of the County of Henry and State of Illinois, convened in REGULAR SESSION in the FIRST FLOOR JUDICIAL WING in the Henry County Courthouse in the Village of Cambridge, in the County and State aforesaid, on Tuesday, the 10th day of January, 2006 at 6:00 P.M.

2. The meeting was called to order by Chairman Tom Nicholson.

3. The meeting was opened with a prayer by Chaplain JoAnne Hillman after which the pledge of allegiance to the flag was given.

4. A Call of the Roll by Clerk Link showed twenty-one members present: Mark Carlson, Jesse Crouch, Roger Gradert, JoAnne Hillman, Rick Livesay, Tom Nicholson, Pat Ripperger, James Eccher, David Ahlstrand, Dennis Anderson, Kippy Cauwels, Marvin Gradert, Tom Steele, Stephen Strohmeyer, Maurice Swanson, Ann DeSmith, James Kursock, Jan May, Ron Salisbury, John Sovanski, and Jerry Thompson. Three members were absent: Muriel Weber, Roger Grafton, and Larry Lock.

5. Member Kippy Cauwels moved to approve the Agenda of the January 10, 2006 County Board meeting and amend it by adding Item 5-D: to hold over until the February 2006 meeting the appointment of Mr. David DeSmith to the Atkinson Fire Protection District to complete the un-expired term of Mr. Reuben DeSmith for a term to expire April 30, 2007; and adding under Item 7: Old Business: A.

Marvin Gradert. Member Tom Steele seconded the motion.

6. Member Pat Ripperger moved to accept and place on file the minutes of the December 13, 2005 County Board meeting with the following corrections: paragraph 39 – Wage Increase to all Courthouse Union Employees; paragraph 21 – Debra Doss, Circuit Clerk, gave an explanation on Resolutions; and paragraph 26 – Member Jesse Crouch reported the average number of inmates to be 32 to be reviewed at the February meeting. Member Ron Salisbury seconded the motion.

Motion Carried Via Voice Vote.

7. Member James Eccher moved to accept and place on file the reports of the Bi-State Regional Commission, Health Department Activity reports, County Clerk/Recorder monthly and annual fee reports, Veterans Assistance Commission, Economic Development Partnership, Housing Authority reports, and the Emergency Telephone System Board. Member Pat Ripperger seconded the motion.

8. Member James Eccher moved to confirm the appointment of Mr. Jerry Thompson, County Board Member, to the Resource Conservation and Development Council for a term from January 1, 2006 to December 31, 2008. Member Stephen Strohmeyer seconded the motion.

9. Member Ron Salisbury moved to hold over until the February 14, 2006 County Board meeting the appointment of DDS Doug Tomlinson to the Henry County Health Board to complete the un-expired term of DDS George Oliver for a term to expire June 1, 2007. Member Ann DeSmith seconded the motion.

Motion Carried Via Voice Vote.

10. Member Jesse Crouch moved to hold over until the February 14, 2006 County Board meeting the reappointment of Ms. Linda Hollister to the Geneseo Fire Protection District for a term from May 1, 2006 to April 30, 2009. Member Rick Livesay seconded the motion.

Motion Carried Via Voice Vote.

11. Member Stephen Strohmeyer moved to hold over until the February 14, 2006 County Board meeting the appointment of Mr. David DeSmith to the Atkinson Fire Protection District to complete the un-expired term of Mr. Reuben DeSmith for a term to expire April 30, 2007. Member Jerry Thompson seconded the motion.

12. Member Jan May, Health and Social Services Committee Chairperson, moved to accept and place on file the Health and Social Services Committee report. Member Ron Salisbury seconded the motion.

13. Member Ann DeSmith, Planning and Development Committee Chairperson, moved to hold over until the February 14, 2006 County Board meeting the Zoning and Building Department 2005 Annual report. Member Marvin Gradert seconded the motion.

14. Member Ann DeSmith moved to accept and place on file the Planning and Development Committee monthly report. Member Stephen Strohmeyer seconded the motion.

15. Member Kippy Cauwels, Public Safety Committee Chairperson, moved to approve the Agreement for Inmate Health Services, with the changes their Committee made. Member James Kursock seconded the motion.

16. Member Kippy Cauwels moved to accept and place on file the Public Safety Committee report. Member Pat Ripperger seconded the motion.

17. Member Jesse Crouch, Finance Committee Chairman, moved to authorize the conversion of a part-time Probation Officer Position to full-time status with the additional costs being funded from the Probation fee fund. Member James Eccher seconded the motion.

Motion Carried.

18. Member Jesse Crouch moved to adopt Resolution 06-01 Increasing the minimum sale auction bid to Joseph E. Meyer, Henry County Tax Agent, from $450.00 to $600.00, along with an Addendum to Professional Service Agreement. Member David Ahlstrand seconded the motion.

19. Member Jesse Crouch moved to accept and place on file the December Fund Balance and Interest Earned reports of the Treasurer and Reconciliation reports of the County Clerk. Member Jerry Thompson seconded the motion.

21. Member Jesse Crouch spoke regarding attachments to the Finance Committee report, which are comparisons on FY04, 05, and 06 year end Budgets and also the Henry County General Fund Budget increase comparisons by Department.

22. Member Jesse Crouch moved to accept and place on file the Finance Committee report. Member Marvin Gradert seconded the motion.

27. Member Marvin Gradert moved to request the Executive Committee to review County Board Rules as they relate to committee reports and/or minutes being placed on file with the County Board and the number of Transportation Committee meetings conducted each month. Member Stephen Strohmeyer seconded the motion. Discussion was held which is archived on audio tape in the County Clerk’s Office.

28. Member Jesse Crouch reported the raises and retro-pay for all the Courthouse Union Employees was a little over $22,000.

29. Chairman Nicholson asked if there was any public comment.

30. Member James Kursock moved to adjourn until the next County Board meeting to be held Tuesday, February 14, 2006. Member Kippy Cauwels seconded the motion.

31. Chairman Tom Nicholson declared the meeting adjourned.
