Office of the County Administrator!!

The main responsibility of the County Administrator is to
assist the County Board, its Executive Committee and the Chairman in
administering the matters related to the operations of the County
government and to contribute to the overall effectiveness of those
operations. This position shall advise County Board members and the
County Board committees in the performance of responsibilities related
to budgeting, finance, purchasing, personnel, data processing, property
management and general information and assistance.
This
office also houses the position of Deputy County Administrator whose main responsibility is to assist the County
Administrator and County Board members with day to day operations. This
position also works closely and proactively with all County staff to
assure the successful performance of assigned job duties and
responsibilities.
The
department provides a number of services for the County Board, County
departments and County employees. These services include the
following:

Direct the County’s financial, personnel administration and information
services functions.
·
Direct, enforce and provide assistance in implementing policies,
ordinances and resolutions adopted by the County Board.
·
Represent the County Board in meeting with elected office holders,
county agencies not under the responsibility of the Board, local state
and federal officials and agencies, community groups and agencies and
the general public.
·
Conduct meetings with County elected office holders, departments and
agencies to work together on common issues, problems or opportunities.
·
Direct the County’s life/health, liability, property/casualty,
unemployment, and worker’s comp insurance functions.
·
Direct the County’s Administrative functions including:

Measure/report financial performance compared to plans, highlighting and
explaining major variances.

Administration of County policy related to accounting/payroll personnel
and Information Services personnel management.

Personnel administration within the County Board staff.
-
Administration of County policy related to personnel functions.
-
Physical plant maintenance and renovation.
-
Energy management.
-
Courthouse telephone communications system.
-
Public relations.
-
Maintenance of personnel policies and procedures.
-
Administration of fringe benefits.

Annual preparation and review of the County’s budget.
·
Manage the centralized purchase of goods and services.
·
Liaison with Communication Committee/County Board, County departments
and Information Services Director regarding Information Services
Department functions.

Maintain recruitment and placement policies.
·
Prepare information to be distributed for monthly County Board meetings
(i.e. agenda and attachments).
·
Organize and attend monthly Henry County Economic Development
Partnership (HCEDP) meetings. Compile all information reported at the
meetings to form monthly minutes. Arrange and send the meeting notice,
agenda and previous month’s Board minutes to all members and other
“subscribers”.

Prepare advertisements that need to be placed in local newspapers (i.e.
job openings, County Board Annual Meeting notices, etc.)
·
Collect incoming employment applications for various departments in the
Courthouse.
·
Distribute, respond or direct incoming telephone calls, mail and emails
to the appropriate department.
·
Maintain the membership of the Henry County Prescription Drug Plan.
·
Prepare and post the monthly Henry County Board Meeting Schedule.
·
Maintain reservation list for County Board Conference Room 303C.
